MHQP Appoints Jane Barrow as New CEO

(May 2026)

MHQP is thrilled to announce the appointment of Jane Barrow as its new CEO, effective June 1, 2026. She will succeed Barbra Rabson, who has led the organization for the past 28 years.

Barrow comes to MHQP with more than two decades of leadership at the intersection of healthcare delivery, academia, and health policy, with a particular focus on strengthening primary care, advancing health equity, and improving patient experience through cross-stakeholder collaboration. Most recently Associate Dean and Executive Director at Harvard School of Dental Medicine, she directed the launch and growth of a research initiative aimed at improving health outcomes through new models of education, care delivery, and payment. Throughout her career, she has cultivated and led more than a dozen institutional partnerships dedicated to strengthening primary care and public health systems, mirroring the kind of convening and coalition-building that has defined MHQP’s role in the Commonwealth for three decades.

“We are excited to welcome Jane as our new CEO,” said MHQP Board Chair Julita Mir. “Her proven track record in healthcare innovation, passion for patient-centered care, strategic insight, and longstanding commitment to improving healthcare quality make her an exceptional fit for this role. We are confident that she is ready to enthusiastically take on the challenges and opportunities that lie ahead for MHQP.”

“I am honored to lead MHQP and work alongside such a talented team,” said Barrow. “I look forward to carrying on the strong foundation Barbra Rabson built in her long tenure at the helm of the organization.”

MHQP’s board and leadership team want to express their deepest gratitude to Barbra for her exceptional leadership and contributions during her 28 years as CEO and are working closely with Jane and Barbra to ensure a thoughtful and smooth leadership transition.

“Barbra has been at the heart of MHQP since its earliest days, guiding the organization with vision, integrity, and passion,” said Mir. “Under her leadership, MHQP has become a trusted and respected leader — both in Massachusetts and nationally — in the areas of improving patient experiences of care, advancing health equity, and strengthening primary care. We are thrilled that Jane will carry on that legacy.”
